Strategy
Priorities for vocational education - 2009
Main objectives:
- Establish a quality assurance system:
- Develop conceptually new approaches to quality assurance in skills training;
- Develop competence-based national standards;
- Introduce training schemes based on different levels of qualification and terms;
- Assure the certificate the graduate receives to the actual level of qualification.
- Improve the funding system:
- Schools directly manage their financial resources;
- There is a correlation between the school performance and the amount of funding allocated;
- Community and government involvement in managing the vocational education;
- Funding depends on the final outcome.
- Upgrading the management system of vocational education:
- Raising the autonomy of vocational schools, expanding the authorities of school directors together with their personal responsibility for the quality of teaching;
- Facilitating community and industry driven skills training;
- Fighting corruption through improved management.
- Improving the legislation for vocational education:
- Developing a new Concept of vocational education;
- Draft Law on amending the Law of Ukraine “On Vocational Educaiton”;
- Developing draft decrees of the Cabinet of Ministers “On Amending the Regulations on Vocational Schools”; “On assisting the vocational school graduates in finding employment”; “On Amending the Regulations on allocating workplaces for the vocational school students for on-the-job practicum”; “On employing, dismissing, contracting directors of vocational schools”;
- Developing methodological recommendations for the vocational schools funding;
- Transforming national vocational education standards into module-based syllabi and curricula.
- Promotion campaign in order to raise the prestige of trade occupations.
